It seems unreasonable for new users that the horizontal (top) ruler is visible by default but you have to dig in to quite obscure settings to enabled the vertical (left side) ruler. Since both are likely to be used frequently for mouse-dragged resizing of header and footer margin sizes, and it does not take up much space, the vertical ruler should be enabled by default.

It would be nice that the hidden rulers would show up when hovering the mouse over their place…

Already have added a convenient Vertical ruler toggle to the main menu View -> Rulers

Yes, but our statically anchored ruler widgets as implemented don't lend themselves well to on-hover display.  Or a simple entry on the View menu?

We've needed something better...

Maybe a refactoring of the rulers to provide a contextual pop-out (size, location and function) in a frame linked to the canvas to hold the rule elements and layout controls.  

Could then call with mouse hover/contextual menu, or with global short-cut key(s) [one each for vertical & horizontal].

The "ruler"(s) would be linked to corresponding position (y-axis or x-axis) over the canvas, could be resized in length and repositioned perpendicular to the axis being controlled to get it out of the way.

In use, movement of control widgets in the rulers would link to layout elements on the canvas. The same layout controls (any new functions?) as are on the existing "static" rulers.

Of course my musings in comment 5 remain valid, but this issue is clearly resolved as won't fix as contrary to bug 87923
