The table border settings in Word 2013 and LO 5.4.2

2, Observe that compared to Word, the table borders are much thicker and different color. 

This is because the line thickness is 0.75 points in Word and becomes 3 points in Writer. 
Also the line style changes as well, a much thicker one is chosen. 
Line color changes from Automatic (black) to Grid color, which has a grey shade.

This is a two-line border that was chosen. At such a small size, it doesn't really make sense to allow a two-line border. DOCX is similar to DOC, although slightly smaller (2.25) and imported as a different border style (Outset instead of Thick/thin).
