This is because the line thickness is 0.75 points in Word and becomes 3 points in Writer. Also the line style changes as well, a much thicker one is chosen. Line color changes from Automatic (black) to Grid color, which has a grey shade.

repro 7.0+ This is a two-line border that was chosen. At such a small size, it doesn't really make sense to allow a two-line border.
